Mass Meeting Carroll County Republican Committee

OFFICIAL CALL
MASS MEETING of The Carroll County Republican Committee
of the Republican Party of Virginia
As Chairman of the Carroll County Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, B. P. “Phil” Hawks, do hereby issue this call for a Mass Meeting to be held at The Lambsburg Community Center, 130 Learning Lane, Lambsburg, Virginia 24351, starting at 6:00 p.m. local time on March 19th, 2026, for the following purposes:
  1. Electing a Carroll County Republican Committee Chairman for the 2026-2028 term;
  1. Electing members of the Carroll County Republican Committee for the 2026-2028 term;
  1. Electing up to 435 Delegates and an equal number of Alternates to the 9th Congressional District Biennial Convention to be held on May 16, 2026, beginning at 10:00 a.m., at The Wytheville Meeting Center, 333 Community Boulevard, Wytheville, Virginia 24382, or alternate location.
Qualifications for Participation
All citizens of the United States who are legal and qualified voters of Carroll County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin, or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing elections, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.
A voter who, subsequent to making a statement of intent, publicly supports a candidate in opposition to a Republican nominee in a general election, shall not be qualified for participation in party action for a period of four (4) years.
A candidate who, having properly filed to seek the Republican nomination in a primary or other nominating process, publicly supports a candidate in opposition to a Republican nominee, shall not be qualified for participation in party actions for a period of four (4) years.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five (5) years.
Registration Fee
There will be a registration fee of five dollars ($5.00) to be a voting participant in the Mass Meeting.
Filing Requirements
Applicants for nomination/election at said mass meeting shall file the Candidate Application Form and any required filing fee, which must be received not later than March 12, 2026, at 5:00 p.m., as follows: (1) in person to Committee Secretary Michele Dixon during regular business hours, Monday through Friday, at 235 Farmers Market Drive, Hillsville, Virginia 24343; (2) to the Carroll County Republican Committee via U.S. Mail at P.O. Box 76, Lambsburg, Virginia 24351; or (3) to Committee Secretary Michelle Dixon via e-mail at logmall235@gmail.com (for filings in which a fee is not required). Postmarks shall not govern, and it is the responsibility of each registrant and applicant to confirm timely receipt. No nominations shall be accepted from the floor.
Participant Check-in
Mass Meeting check-in shall begin at 5:00 p.m. and shall conclude at 6:00 p.m. All participants, in addition to submitting the above-referenced Registration for Participation Form, shall be required to provide proof of identity in the form of a valid government or employer-issued photo ID, or by signing an affidavit of identity.
Amendment of Agenda and Cancellation Provisions
Should no more than the minimum number of voting members allowed for any magisterial district, only one candidate file for Carroll County Republican Committee Chairman, or less than 435 delegate candidates to the 9th District Congressional District Biennial Convention file an Application for Nomination/Election, the mass meeting agenda may be amended by the Chairman and all qualified candidates will be considered elected.
If the number of persons filing as candidates for election or nomination for all offices does not exceed the number to be elected or nominated, the Mass Meeting will be cancelled.
Publication
Publication of this Official Call, and all registration and application forms, shall be posted on the Republican Party of Virginia website at www.virginia.gop and the Carroll County Republican Committee website at www.carrollvagop.org.
